Earned Value Analysis
JACOBS provides Earned Value Analysis (EVA), which compares planned activity to actual activity at specified intervals of a project. The EVA process identifies if, and where, any deviations may exist between planned and actual activity progress.
The EVA evaluation program is typically defined during the pre-construction phase and is based on key project activities and program participants. Through historical performance indicators and our extensive cost database, JACOBS has the ability to verify the probability of success in achieving the identified key milestones and therefore the project schedule in total.
In addition, the EVA program also compares cost-to-work relationships against the proposed contractor payment schedules. This process ensures that financial authorization is properly tied to corresponding field progress.

CHANGE CONTROL and COST MANAGEMENT
Often, the defining factor in project success is effective cost management and change control. "Cost creep" is a common project pitfall. Our clients are empowered to anticipate or recover cost contingencies that typically remain unrecognized or lost during cost evaluations.
JACOBS provides change cost validation services for contract negotiation.
JACOBS ability to know "when" financial risk exposures occur and "where" the standard cost impacts exist, helps us remove cost exposures throughout the project delivery process. Our expertise provides accurate price modeling and analysis, and helps our clients limit unnecessary change orders and cost exposure later in the project development cycle.
At project inception, JACOBS typically provides a detailed change management plan, the framework which is used for evaluation parameters, cost estimating procedures, and risk determination. A comparative report summarizes the findings and is implemented through a series of organized activities, including:
· Determination of Financial Risk Related to Scope Activities
· Performance of Independent Cost Validation with Selected Change Events
· Development of Comparative Assessments
· Report Overviews and Client Recommendations
· Assistance in Client Negotiations, as Requested
